Resumen: En el presente informe se examina la capacidad de primera respuesta en Costa Rica a través un análisis del Subsistema de Preparativos y Respuesta que conforma una parte del Sistema Nacional de Gestión de Riesgo. Se analizan brevemente tanto los cambios históricos en la conceptualización de respuesta – como una de las estrategias para hacer frente a los desastres –, como el concepto de capacidad de respuesta. Desde la perspectiva organizacional de Organizaciones de Alta Fiabilidad (HRO’s), se discuten los resultados de una encuesta realizada a los miembros del Centro de Operaciones de Emergencias costarricense, quienes brindan sus opiniones respecto de este subsistema y sus capacidades, incluso de sus percepciones sobre la necesidad y capacidad de cambio organizacional (institucional). Se fializa con algunas recomendaciones.

This report examines the fist response capacity in Costa Rica through an analysis of the Preparedness and Response Subsystem, which is part of the National Risk Management System. The historic changes in the conceptualization of response as one of the strategies for dealing with disasters are briefl analyzed, as well as the concept of response capacity/capability itself. From the organizational perspective of High Reliability Organizations (HRO’s) the results of a survey of the members of the Costa Rican Emergency Operations Center are discussed, which informs us about their opinions regarding this subsystem and its capabilities, including about their perceptions about the need and capacity for organizational (institutional) change. We conclude with some recommendations.
